This paper describes how Photovoltaic (PV) technology works, the benefits and how China is developing and using the technology. Photovoltaic technology is the hardware that converts solar energy into electricity. The report highlights the benefits of solar as; addressing climate change; offering environmental protection; having space saving installations; job creation; rural electrification and universal supply of electricity. It further indicates that globally in the year 2006, China was the third largest country for PV cell production, after Japan and Germany. Germany, Japan and the United States made the largest contribution to the market development of PV power generation because of the incentives these countries have implemented. The report gives the Status of China’s Solar PV Market, by indicating that in the domestic market, solar cells are mainly used for rural electrification, communications and industrial purposes, as well as for road signs and lighting. However, a higher proportion of the solar PV cell modules produced, are exported. The report further indicates that forecasts for World Solar PV Development by the International Energy Agency (IEA), the European Commission’s Joint Research Centre (JRC), the European Photovoltaic Industry Association (EPIA) offers a high level of consistency which can be seen between the different estimates for renewable energy development and future PV power generation, evidence of both a scientific consensus and reliability in the projections. The report gives the Current Policy Framework for renewable energy in China as including; • subsidies for PV in rural areas • R&D support schemes • pilot projects • development plans and goals • renewable energy lawThe report concludes by giving policy recommendations for solar PV in China as; • setting targets for a successful solar energy market to encourage local producers to invest and also to reduce costs • offering supportive pricing mechanisms • prioritizing reform of the energy structure
