Brazilian perspectives on human security
Human security-oriented analysis needs to focus on armed violence

The paper shows that human security is more than a normative framework and must be reformulated into an operational and analytical tool. It begins by looking at the concept of human security, considering its links and practical applications to the problems of human violence. Examining the case of human security in Brazil, it suggests that human security-oriented analysis needs to be more clearly focused on armed violence, a growing phenomenon in Latin America and other parts of southern hemisphere.
The paper makes the following recommendations for the development of a human security perspective in the context of southern hemisphere:
- lasting solutions will be those that are both effective in the local context and converge with existing institutional and socio-political realities
- it is crucial to develop and propagate a perspective on security that is at once consistent with democratic values and operational
- reinforcing and disseminating the conceptual basis of the human security paradigm is a key contribution to developing solutions
