This paper reviews the debates in relation to the concept of “human security” applied specifically to the situation in Afghanistan.

It provides an examination of the definitions of human security and its reception by the international community along with analysis of the implications that the adoption of a human security approach might imply in deciding policies and applying programmes.

The paper concludes that the concept of ”human security” is a useful one for understanding insecurity and is applicable to the Afghan context. The appendices includes a specific case study on Afghanistan.
