This BMZ report contains a summary of observations and key statements of German Development Cooperation that pertain to service provision in fragile states and the lessons learned and conclusions reached.

Conceptual inputs are given for the health and water sectors and results and conclusions are mainly based on country reports of Eritrea, Yemen, Côte d’Ivoire, Guatemala and Nepal.

The report also includes results of interviews with German development experts focusing on issues like development orientation and governance in the respective partner countries, policy steering and regulatory tasks, social service systems (health and water), etc.
