Persons with disabilities remain among the most hidden, neglected and socially excluded of all displaced people today. People with disabilities are often literally and programmatically “invisible” in refugee and internally displaced persons (IDP) assistance programs [adapted from author].
This resource kit provides practical ideas on how to improve services and protection for people with disabilities and enhance their inclusion and participation in community affairs. It is intended for United Nations (UN), non-governmental organisation (NGO), community-based organisation (CBO) and disabled persons’ organisation (DPO) field staff working with refugees, asylum seekers and internally displaced persons (IDPs) with disabilities.
The resource kit is a compilation of lessons learned and ideas for action. Objectives, guidelines for implementation and references to relevant international guidelines are provided for the following sections:
- Operational guidelines including data collection, assessments and camp layout
- Access to mainstream services: checklists
- Specialized services for people with disabilities
- Protection
- Refugee status determination
- Community participation and inclusion
