Combating corruption: a private sector approach

Enhancing private sector participation in anti-corruption efforts

This paper argues for greater input from the private sector in the fight against corruption. It suggests that the most effective anti-corruption programs engage the private sector in institutional reforms that promote competitive markets and good governance. The paper presents a toolkit on how to tackle the underlying causes of corruption, and suggests concrete areas in which the private sector can lead governance reform.

The tool-kit addresses:

  • costs and causes of corruption
  • stages in the fight against corruption
  • demand-side and supply-side ways to fight corruption
  • case studies of anti-corruption programs in Bulgaria, Colombia, and Serbia
The paper stresses the importance of treating corruption as the product of institutional failures, not simply individual moral failings. It argues that building a system of strong, balanced institutions is the best way to reduce corruption. It  proposes a comprehensive anti-corruption strategy that reflects a country’s own circumstances, including:
  • breaking the taboo against discussing corruption
  • demonstrating how corruption occurs
  • mobilising key constituencies and building anti-corruption coalitions
  • preparing action plans with specific anti-corruption policies
  • implementing anti-corruption policies
