This paper argues for greater input from the private sector in the fight against corruption. It suggests that the most effective anti-corruption programs engage the private sector in institutional reforms that promote competitive markets and good governance. The paper presents a toolkit on how to tackle the underlying causes of corruption, and suggests concrete areas in which the private sector can lead governance reform.
The tool-kit addresses:
- costs and causes of corruption
- stages in the fight against corruption
- demand-side and supply-side ways to fight corruption
- case studies of anti-corruption programs in Bulgaria, Colombia, and Serbia
- breaking the taboo against discussing corruption
- demonstrating how corruption occurs
- mobilising key constituencies and building anti-corruption coalitions
- preparing action plans with specific anti-corruption policies
- implementing anti-corruption policies
