Is fair trade an effective mechanism for raising incomes of the poor?

One of the prominent claims of fair trade supporters is that fair wages are paid to poor artisans. This paper shows through case studies that artisans receive subsistence incomes, not significantly different from the wages paid to an agricultural day labourer in the same area or from the averages reported nationally within the country. However, in addition to the wages, fair trade organizations are providing poor women in rural areas additional benefit of empowerment that women experience by being paid directly for their work.
