This paper reviews the issues raised and the conclusions reached by a recent education study in Ethiopia. The study considered the concerns surrounding aid and direct budget support (DBS) within this and other sectors of development. The authors propose that these issues should be addressed in the context of the DBS dialogue and in particular, as part of the discussion on government Fiscal Decentralization Strategy.
The document suggests that direct budget support would help increase aid to Ethiopia, however many donor agencies are struggling to persuade their HQ’s to release funds through direct budget support. The paper highlights a general concern that delivery of educational development and other services is too tenuous. [adapted from author]
