Aid effectiveness and education

Donors and partner countries are seeking ways to maximise the effectiveness of aid. Recently, new aid modalities have been implemented with the aim of strengthening country-led processes and mechanisms as a means of achieving the Millennium Development Goals (MDGs).

Specifically, these aid instruments are being applied to the education sector of various developing countries. As a result, there is a growing body of literature on the aid paradigm and the education sector. Experiences of using aid instruments are providing lessons for the education sector. In order to effectively integrate these processes and mechanisms, new procedures must be adopted. Guidelines, memorandums of understanding and indicators offer insights into the process of adopting aid modalities for the development of education sector.

Local solutions to global challenges: towards effective partnership in basic education

This report presents the results of the Joint Evaluation of External Support to Basic Education in Developing Countries. It argues that, whilst donor commitment to partnership as a means of providing effective support to basic education is evident, willingness to improve basic education through locally developed solutions is lacking. It is these solutions, which are most relevant to the particular contexts of partner countries and which are built from the "ground up" rather than through the application of blueprints and templates developed at a global level, which should be prioritised.
