This research paper aims to understand the dynamics of government relations with non-state providers (NSPs) of basic services in basic education, health and sanitation in Bangladesh. In each service sector, three 'programme areas' are selected for detailed study through case studies. The purpose of this programme analysis includes: the provision of a basis for selection of programmes and case studies and the identification of main programme features.
The following are highlighted:
- discussion of the context, institutional framework and NSPs working in the sanitation sector. Specifically Community Led Total Sanitation
- the types of care providers available and the state’s role in the health sector with a particular emphasis on Primary Health Care
- the state provision of primary education and the campaign for popular education. Non-formal primary education is highlighted in addition to donor involvement and government contracting of services
