Role of non-formal education (NFE) in efforts to achieve EFA and elimination of child labour

This paper contributes to the understanding of the interplay between education and child labour which is critical to achieving both Education For All (EFA) and child labour elimination goals. It examines the role of non-formal education (NFE) in helping to meet the twin challenges posed by out-of-school children and child labourers. Building on the key lessons emerging from international programmes such as transitional education for child labourers and flexible schooling in the areas of NFE and working children, the paper highlights the following research priorities and information gaps that need to be filled in order to ensure informed policy:

  • a systematic mapping of the policy and programme experiences in both transitional education and flexible schooling for identification of good practices
  • piloting methodologically-sound studies to perform a correct evaluation
  • an assessment of the role of NFE vis-à-vis the formal education system and a clear identification of the relative roles of the two systems
  • challenges of scaling up and identification of the approaches suitable for scaling up
  • long-term effects of Compensatory Program interventions on poverty and inequality.
