The main purpose of this guide is to facilitate the understanding of the legal obligations of parties under the Cartagena Protocol on biosafety. The Cartagena Protocol on biosafety is a treaty committing the international community to ensure the safe transfer, handling and use of living modified organisms.

Among the many issues addressed by the guide are:

  • the role of the precautionary principle in the Protocol, as well as its relationship with a number of Agreements of the World Trade Organization
  • capacity building needs in the development of national biosafety protocols and current international efforts to assist in this regard
