This special issue of World Conservation magazine discusses the background to the CITES agreement and the IUCN position on it.

The second paper in the issue discusses the need for the agreement and ways of making it more effective through legislation and enforcement. A number of threatened species are described from the perspective of the trade that endangers them and the importance of that trade to local livelihoods. It discusses the need for CITES to continue to develop their attention to livelihood issues.

The third section deals with threatened marine species and the CITES framework for regulating fisheries and trade in other marine species. The issue ends by looking at successes achieved in cross- border, regional initiatives and by considering where CITES should go next. It points out what the author considers to be the weaknesses inherent in the current system and considers options for future directions in the management, monitoring and control of trade in sensitive flora and fauna.
