Unregulated use of scarce water resources is wasteful and highly unsustainable. Integrated water management aims to create coherent policies which take into account all different user groups and overall social and economic goals. Water allocations and management decisions consider the effects of each use on the others. This training material aims to improve efficiency and effectiveness in the application of integrated water resources management for sustainable management and development of water resources. It is particularly targeted at the staff of river basin organisations.
The authors focus on key functions essential for sustainable management of water resources and they represent the core responsibilities of a water management agency. Water resource management functions at the river basin scale are outlined and institutional arrangements for performing the functions discussed. A module is provided on the use of indicators to measure progress and performance and stake holder participation. Other modules look at:
