How has ADB’s assistance performed in supporting sustainable economic growth and poverty reduction in India?

India has made fast economic progress but still battles high levels of poverty. Since 1986, the Asian Development Bank's (ADB) operations have concentrated on infrastructure. How has ADB’s assistance performed? Was ADB's operational focus appropriate for supporting sustainable economic growth and poverty reduction?

This first country assistance program evaluation (CAPE) report for India covers two decades (1986-2006) of ADB operations. However, greater attention is focused on the more recent years to identify lessons relevant to developing strategy for future operations. The report aims to provide inputs to the formulation of a new country partnership strategy (2008–2012) for India. The performance assessment methodology combines assessments of the relevance, effectiveness, efficiency, sustainability, and impact of ADB’s sector operations with assessments of ADB country positioning and strategy, the contributions of ADB programs to development results, and ADB performance.

This evaluation draws several key conclusions which include:

  • ADB support can make significant contributions to the development process, not only through financial resource transfers, but more importantly through support for project design and implementation; introducing best practices for project management, procurement, and financial management; and through policy dialogue and associated capacity development assistance for the identification and implementation of appropriate policy options. A large number of ADB-financed projects contributed to best practice development at the sector level
  • to be effective in competitive external financial environmentenvironment, ADB will need to clearly understand and respond to the needs of India, which is one of its largest and most important clients.
