From a gender perspective, the post-war rehabilitation process in Kosovo has been complex and offers mixed results The authors of this paper look at this post-war rehabilitation process paying particular attention to its gender dimension. The paper provides a brief historical background to events within the country and then introduces the work carried out by the international community in Kosovo and explains how  this was organised. The authors highlight achievements and constraints that can put the sustainability of the process at risk. They also reflect on the work undertaken by international and local organisations for the promotion of a more egalitarian and less discriminatory society.

More specifically the report reflects on the international intervention and analyses the role of women in promoting gender equality in post war Kosovo and their objective of engendering the status negotiations. On one hand, the combination of internal and external factors comprising a strong and dynamic local women’s movement and an external international community formally committed to gender equality standards, has allowed the gender perspective to permeate somehow the post-war agenda. Therefore, Kosovo could be said to be in an incipient phase with regards to the engendering of social and political structures and minds. On the other hand, even if changes regarding gender need a long-term perspective, more things could have been done to promote gender equality, both by international and local actors.
