What is gender mainstreaming and how can gender equality be achieved? This paper gives a brief introduction to gender and how mainstreaming relates to poverty reduction. It provides an overview of gender inequality in Pakistan, looks at gender and the Millennium Development Goals (MDGs) and how to make MDG reporting gender-sensitive. The paper also takes a look at gender mainstreaming and the Mid-Term Development Framework (MTDF), and how this relates to women's empowerment. Moreover the paper examines the Gender Support Programme and its expected outcomes and touches on the Islamabad Plan of Action.
The paper highlights that, with the mobilisation of women as workers, mothers and citizens, the international community can be successful in accomplishing the desired objective to live up to the needs and interests of half the world's population under the MDGs, particularly MDG 3 which aims to eliminate inequality by addressing gender disparity in education. Developing the capacity of women in all aspects of life by empowering them through participation, and holding authorities accountable is the basis upon which the world's policy makers can keep the promises made concerning gender equality.
