Carr Center for Human Rights Policy


The Carr Center, is a research, teaching, and training program that critically examines the policies and actions of governments, international organizations, and independent actors that affect the realization of human rights around the world.

Current program areas are:

  • American Exceptionalism
  • National Security and Human Rights
  • Responses to Genocide and Mass Atrocities
  • Nongovernmental Organization (NGO) Effectiveness
  • The Social Psychology of Conflict Escalation
  • Comprehensive Security and Sustainable Development

The Center publishes a book series as well as a working papers series. It has a teaching and training and facilitation programme.
