International financial institutions and the Middle East and North Africa: a primer for NGOs

Understanding and influencing international financial institutions (IFIs) in the MENA region

Despite the stark differences between the political and economic situations of countries in the Middle East and North Africa region, and consequently their relations with international finance institutions (IFIs), IFIs continue to exert considerable influence on economic and financial policies as well as national development strategies.

This primer aims to help civil society groups actively and critically engage with the IFIs which are active in the MENA region.

The primer includes:

  • Background information on the main players and their involvment in the MENA region. These are: the World Bank, the International Monetary Fund (IMF), the African Development Bank, the European Investment Bank (EIB) and the Islamic Development Bank.
  • Tips and advice on how to influence these institutions which are currently not formal 'parties' to international human rights conventions. Points of leverage include: use of the media, influence and encourage government engagement with IFIs through initiatives such as the Parliamentary Network on the World Bank, access and monitor safeguard policies where these apply and appeal to internal accountability mechanisms.
