This report highlights how Pakistan officially recognises only religious minorities and not the ethnic, linguistic or racial minorities and how it has sought to subsume these groups under the rubric of Islam. In addition the document discusses the armed conflicts in Balochistan and the Federally Administered Tribal Areas which show that Pakistan has failed to subsume ethnic and racial identities of the Balochis and the tribals. Consequently, discrimination against the religious, ethnic, linguistic or racial minorities has come to the fore as never before.
