Public sector reform

Public health services are strongly influenced by the government administrative systems within which they are situated. Many countries are reforming their public sectors.

These reforms include changes to the number of public sector workers and their terms and conditions of employment, decentralisation of many functions to local governments and the creation of new kinds of relationships between the public and private sectors. It is important to understand the likely impact of these reforms on health systems.

Decentralisation in Asian health sectors: friend or foe?

This policy brief examines whether or not healthcare decentralisation in Asia has been successful. The report draws on examples from China, Indonesia, India, and the Philippines. The brief highlights several lessons learned from the decentralisation programmes of these countries.
