Stakeholder participation
Interest in promoting participation as a feature of health system reform is not new. With the rise of Primary Health Care in the 1970s, community involvement and "empowerment" were seen as essential ingredients of health improvement. During the 1980s, by contrast, the term "participation" became widely used to describe self-provision or cost-sharing measures.
More recently, the emphasis has shifted to stakeholder consultation in sector reform (through SWAps and PRSPs). With the rise of rights-based approaches, emphasis is increasingly being placed on the participation of service users not as "beneficiaries" or "consumers" but as citizens who have the right to have a say in the shaping of health policy.
