Focuses on African countries’ experience with introducing and implementing user fees for health care to draw lessons concerning their potential as a mechanism for supporting sustainable health care financing and the critical issues that need to be considered in implementation. It draws heavily on a number of cross-country reviews of user fee experience. These reviews emphasize that countries have not realized many of the theoretical benefits of user fees because of implementation difficulties.
