Policy responses

Policy responses to HIV and AIDS need to address the needs and concerns of affected communities, not only in terms of prevention and treatment, but also in terms of broader vulnerabilities. Policies in many countries have largely failed to address these concerns effectively. In fact, many have complained of a disconnect between policy and reality. So how can national and international policies be devised and implemented in a way that makes them more relevant to the response to the AIDS epidemic?
