Adaptive policy processes

Adaptive models of policy process need to be considered. The Chinese approach to the management of rapid social and economic change by 'crossing the river by feeling for the stones' may provide useful lessons. This is an approach that focuses on the process of adaptation, rather than the final outcome and sees the government as one of many important actors. Decisions about policy and public funds need to be based on an understanding of the roles that individuals, households, organised communities and formal sector service providers play. Government and other actors need to engage in a process of mutual learning to discover how best to support individuals and households in responding to the challenges of HIV and AIDS.
