Whose rights, whose responsibilities?

In the era of HIV and AIDS, should we be promoting the right to sexual pleasure, in addition to health and security, as a means to prevent HIV and AIDS? How do we balance individual rights and greater public health? What is the relationship between rights and responsibilities? And what exactly do we mean by rights?
