This guide summarises the rationale and essential elements of the logical frame (logframe) for practitioners. While primarily aimed at providing guidelines for World Bank usage, the handbook can also be used by World Bank clients and consultants.

The logframe, created in 1969, is a standard attachment to the project appraisal document for World Bank investment operations. It has become a core technique for managing the complete project cycle from design, to implementation monitoring and evaluation. The guide is organised as a step-by-step users' resource guide including the following key stages:

  • how to design a project: introducing the logframe matrix with key features such as the causal logic, strong impact statement, performance indicators and accountability
  • design quality checklist: an approach to project design quality based on the Banks Quality of entry instrument and a logframe checklist
  • adaptable lending and adjustment lending: using the logframe with different bank loan instruments e.g. Adaptable Program loans (APL) and Learning and Innovation Loans(LIL)
  • sample project designs by sector and by type.
