Programme evaluation is an important management tool. It is a time-bound exercise that attempts to assess systematically and objectively the relevance, performance and success of ongoing and completed projects. This toolkit provides guidance and options for United Nations Population fund (UNFPA) country office staff to improve planning, monitoring and evaluation activities in the context of results based programme management. However, it's principles can be applied to other contexts.  

The toolkit begins with a glossary which responds to the need for a common understanding and usage of results based planning, monitoring and evaluation terms. It then provides a definition for the concept of evaluation, what it is and why we evaluate, the role of evaluation in relation to monitoring and audit, and its role in the context of results-based management approaches. The content is based on a review of a wide range of evaluation literature from academia and international development agencies and bilateral donor agencies.

The authors highlight the significance and different modalities of stakeholder participation in programme monitoring and evaluation and provides guidance to programme managers on the basic principles for identifying sound output  indicators and means of verification during the evaluation process.
