This paper analyses the work of the Community Investment Programme (CIP) in South Africa. This programme works at providing linkages and opportunities for communities to become active partners of the state. The CIP advocates for the economic and social rights of the poor and marginalised ‘black’ rural and township areas in South Africa.

The paper goes on to give detailed overview of the main rights promoted by the CIP. The successes, obstacles and further opportunities for development and partnerships are also discussed in detail. In addition the paper looks at the role that the government plays in safeguarding the rights of marginalised communities in Kwa Zulu Natal. The basic rights that the CIP campaigns around include:

  • reforms around child rights
  • Provision of investment rights
  • Pushing for the 1997 cabinet promise of the Right to Live in a Working Local Economy by 2020
