This paper introduces a new methodology to target direct transfers against poverty. This method is based on estimation methods that focus on the poor.

Using data from Tunisia, the authors estimate ‘focused’ transfer schemes that highly improve anti-poverty targeting performances. Their proposition is that post-transfer poverty can be substantially reduced with the new estimation method. The largely statistical methodology focuses on the poor, so as to improve the predictions of the living standards for the poor and near poor households. This method can be adapted to any social programme that allows for household assessment.
