This paper presents the outcomes of a workshop assessing the degree to which the Cotonou Process really has involved civil society so far. The workshop ‘Reality or Wishful Thinking – Does the Cotonou Process Strengthen Civil Society?’ informed about the status of implementation and the quality of civil society participation from the northern and southern perspectives.
