African, Caribbean and Pacific (ACP) countries are in the midst of Economic Partnership Agreements (EPA) negotiations with the European Union (EU). Trade in services is renowned as one of the most complicated areas of these negotiations. This fact sheet simplifies the legal principles and rules, as well as concepts that govern international and regional trade in services. Its aim is to enable negotiators, policy-makers, lobbyists and campaigners to make informed decisions on how to engage with EPAs.
The guide includes sections on:
- the important social and commercial role of services in ACP countries
- a clear and concise review of World Trade Organisation’s (WTO) General Agreement on Trade in Services (GATS), focusing on central concepts such as most favoured nation, national treatment, progressive liberalisation, and schedules of commitments
- a history of the EU-ACP relationship on trade in services
- an assessment of the compatibility between WTO provisions and services negotiations in EPAs
- recommendations on channeling technical assistance and capacity building into EPA negotiations
