Discusses prominent examples of trade in education services from across developing countries Asia and Pacific Region and measures selected barriers through panel data modelling (PDM) analysis.
The authors argue that during the last decade, the services sector has seen modest liberalisation through the removal of trade and investment barriers. Most members of the World Trade Organisation (WTO) are committed to multilateral liberalisation of trade in services. However, within the services sector, the liberalisation of trade in education services has seen little progress.
Key findings include:
- wealthier economies attract more students and enrolment in higher education gives a positive signal to a prospective overseas student
- however, the higher cost of living acts as a negative element in the movement of students for studying abroad
- country-specific barriers do exist and they are equally important in influencing the movement of students across borders. Such barriers, however, are not necessarily quantifiable.
