Review of the Embassy’s development cooperation portfolio: climate change and environment “climate proofing and greening of the portfolio”
The need to focus on climate change in the Norwegian Embassy's programmes and projects in Ethiopia

This review of the Norwegian Embassy’s portfolio in Addis Ababa, Ethiopia identifies possible ways and means of addressing / integrating appropriate climate change and environmental concerns in existing programmes and projects. It states that current climate variability is imposing a significant challenge to Ethiopia by affecting food security, water and energy supply, poverty reduction and sustainable development efforts.
The paper presents several recommendations for the Embassy to scale up its contribution in terms of climate and environmental issues:
- in order to scale up “Sustainable Land Management” (SLM) related activities, the Embassy should engage with other partners in order to pool resources, and consider a sector-wide approach to SLM
- the Embassy could focus on improving documentation on the need for environmental assessments; “Norwegian Development Fund” could specifically be encouraged to develop an environmental manual with specific guidelines on how such interventions should be undertaken
- options for strengthening cooperation with the Mekelle University to improve implementation of programme activities could also be explored
- the Embassy should focus on current climate variability within the topic of climate change adaptation, and ensure integration of relevant climate change issues in teaching curricula
- the Embassy should highlight the Norwegian position on the right to access to water and sanitation and explore possibilities of including hygiene related issues in activities undertaken through this project
- the Embassy should emphasise the following key issues as entry points to a larger discussion with the government on climate change: adaption, preparedness for disasters and investing in environment
- the Embassy should encourage their partners to document environmental and climate change related issues more clearly in projects and programmes they support.
