Health Monitoring & Evaluation Adviser

- Initial contract for a period of 12 months, with short term periodic inputs, up to a total of 100 days. Possible extensions on an annual basis for up to 5 years

The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its education, health and scholarship aid programs in Fiji and its scholarship program in Tuvalu. The Facility will also support the delivery of Australia’s emergency response efforts following natural disasters, and governance sector support when requested by the Fiji Government.
The new phase of support to the health sector for 2017-2021, between the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and the Fiji Ministry of Health and Medical Services (MoHMS), is being implemented through the Facility. An initial focus of the program will be in health systems strengthening, in particular financial planning, policy development and services management as well as in public health, seeking to address non-communicable diseases (NCDs) and universal health coverage.
The company managing the Facility on behalf of the Australian Government, Coffey, is currently seeking applications for the key position of Health Monitoring and Evaluation (M&E) Adviser to contribute to this new phase of support to the health sector.
The Health M&E Adviser will have overall responsibility for managing and implementing the Health Program monitoring, evaluation, learning and reporting requirements, including ensuring alignment with MoHMS monitoring. The Adviser will work closely with MOHMS to strengthen and institutionalise health data analysis to inform decision-making. The Adviser will also work collaboratively with all stakeholders to build understanding of the M&E approach, develop summaries of M&E results and contribute to annual reviews and will work closely with the Facility M&E Leader to ensure consistency in the application of all Facility M&E requirements across the Health Program.
Are you a highly qualified M&E professional with experience in applying your M&E expertise in the health sector in developing countries?
We are seeking applicants with practical experience developing and implementing large-scale, complex monitoring systems and evaluation plans; ideally in the health sector. Experience in health research or evaluation including the development of fit-for-purpose methods and tools, which are gender appropriate and inclusive will be required. A strong ability to coach and mentor colleagues from different social or cultural backgrounds is required for success. Previous work experience in the Pacific is desirable.
