Health PFM Consultant, Technical Design and Proposal Writer
Crown Agents USA, Inc. (CA-USA) seeks an experienced Proposal Writer with strong health sector Public Financial Management (PFM) knowledge and project implementation experience. This is a short-term consulting assignment to be completed in Washington, DC or remotely based on the consultant's location

Located in Washington, DC and incorporated in 1998, Crown Agents USA provides technical assistance and support to clients such as the U.S. Agency for International Development (USAID), Millennium Challenge Corporation (MCC), the U.S. Department of State (DoS), and the U.S. Trade and Development Agency (USTDA).
CA-USA seeks an experienced proposal writer with subject matter expertise in health sector Public Financial Management (PFM) including health financing mechanisms, risk pooling through health insurance and other financial protection mechanisms. The proposal writer will work with the Crown Agents team to design technical interventions and serve as lead writer for an anticipated project. This will be a short-term assignment based in Washington, DC supporting the health business development team in the preparation and development of the technical proposal.
The consultant writer will be responsible for technical development of the proposal including:
- Writing the overall technical proposal
- Leading the technical direction for the PFM component
- Providing timely technical inputs that are responsive to the procurement requirements
- Extensive experience implementing health financing, public financial management projects;
- Seven plus years’ experience supporting project design and new business development, specifically for USAID;
- Proven track record of writing and developing winning USAID proposals;
- Demonstrated ability to work and coordinate effectively with a dynamic team;
- Excellent interpersonal and leadership skills; and
- Spoken and written fluency in English.
