Mid-Level Evaluation Specialist, Final Performance Evaluation of Partnership for Land Use Science (Forest-PLUS)

SI is responding to a Task Order under the ALME/RDMA contract. The purpose of this Task Order is to conduct a Final Performance Evaluation of the Forest-PLUS project for USAID/India. Forest-PLUS works closely with Ministry of Environment and Forests, State Forest Departments, Indian forestry institutions and other organizations to provide technical assistance to catalyze the adoption of REDD+ forest management in India.
In September 2010, the United States Agency for International Development (USAID) and the Government of India (GOI) partnered to address climate change, and under this agreement, they launched the Partnership for Land Use Science (Forest-PLUS) technical assistance contract. Now, as this five-year project comes to a close, USAID is seeking a final performance evaluation (PE) to assess the project’s performance in order to produce lessons learned and inform future programming. To conduct this PE, SI proposes a mixed methods approach that combines extensive qualitative data collection with primary and secondary quantitative data. Working across the four focus states, SI will gather data in-person through key informant interviews (KIIs), direct observation, and focus group discussions (FGDs), as well as collect data remotely using the document review and an electronic survey.
SI is seeking an Evaluation Specialist to provide technical, research, and administrative support as well as overall guidance and technical expertise during the evaluation, in addition to assisting the Senior Forestry Specialist with data collection and analysis. The Specialist will help ensure that findings are specific; concise; and supported by quantitative and qualitative information that is precise, reliable, valid, and generalizable. The Specialist will work with the Evaluation Team to develop an evaluation design and data collection protocols, as well as conduct data quality assurance. Finally, the Specialist will assist in data analysis and drafting and finalizing the preparation and presentation of the document review; key evaluation findings and recommendations to the USAID/India mission; and the final evaluation report.
This position requires approximately 20 days travel to the states of Himachal Pradesh and Sikkim in India. The evaluation is timeline is expected to last from early October- late December, 2017. As such, SI is looking to fill and onboard this position as soon as possible.
Contribute to the document review,

Work with evaluation team to draft and finalize final evaluation report, including key findings and recommendations, and
Participate in dissemination events.
An advanced degree in a relevant field;
Expertise in evaluation mixed methods, design, and instrument and tool development required;
Expertise in qualitative and quantitative data collection and analysis methods required;
Background in REDD+ implementation and/or the Indian forestry sector not required, but preferred; and
Familiarity with USAID organizational structure/context preferred.
