Significant development management opportunity in PNG to lead the Incentive Fund Phase 4 team to deliver the program on behalf of the Australian Government.

The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise high performing Papua New Guinean organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in PNG. Projects previously funded include the redevelopment of markets, schools, health aid posts, bridges, training facilities, clinics and hospitals, and delivery of training. Coffey, as the managing contractor for the Incentive Fund 4, is currently seeking applications for a Team Leader.
The IF4 Team Leader will deliver a high performing DFAT development program in PNG, including targeted large scale infrastructure, private sector, service delivery and economic growth investments delivered through grants to high performing PNG organisations. The Team Leader will provide comprehensive program management services for the delivery of all aspects of the program. This position will plan the strategic direction of the program, ensuring close alignment with DFAT/program objectives and will provide direction to a small team of national and international staff. The Team Leader will liaise with DFAT in Port Moresby and oversee the budget, administration, implementation and M&E of the program, managing relevant personnel and financial resources and ensuring contracted activities are implemented to a high quality. This key leadership role will also maintain collaborative working relationships amongst a diverse range of stakeholders, as well as supporting donor coordination and alignment of activities and implementation of cross cutting development issues across all program activities.
The ideal candidate for this key position will have substantial leadership experience in strategic planning, work and budget planning and program management of institutional strengthening initiatives, preferably with experience working in the PNG and staff management. Demonstrated experience in managing a multi-disciplinary team to ensure the effective implementation and management of multiple grant projects from small to large in scale where a high proportion include construction activities will be highly regarded. We seek an outstanding candidate with the ability to work with DFAT across the public, private and civil society sectors and have exceptional inter-personal and communication skills for leading staff and building and maintaining relationships with key stakeholders.
