Economic and Social Research Foundation, Tanzania (ESRF)

The Economic and Social Research Foundation (ESRF) is an independent, not-for-profit non-governmental research institute that was established in April 1993 and started operations in 1994. ESRF's mission is to conduct policy-related research and to build capacity in economic and social policy analysis and development management.

During its first phase (1994-1998), the Foundation's objectives were to build and strengthen human and institutional capabilities in economic and social policy analysis and development management. It also aimed at enhancing the understanding of policy options within the government, public sector, business sector, donor community and in the growing national non-governmental sector mainly in but not limited to Tanzania.

In phase two (1999-2003), ESRF is concentrating on the three main objectives:

  • Consolidating the institutional and human capacity gains during the implementation of phase one
  • Building/strengthening sustainable human capacity in government, the civil society and the private sector in policy analysis and development management
  • Building/strengthening sustainable indigenous capacity in research in policy analysis and development management.

The research infrastructure to facilitate the realization of ESRF's mission include a modern library/cum depository centre, adequate computer facilities, office space, conference centre and other working facilities.

The Foundation has carried out a number of studies on various social and economic policy aspects, both for its core research program and commissioned studies for the government, NGOs, business sector and international institutions. The areas in which ESRF has conducted research include agriculture, manufacturing industry, service industry, international trade, regional integration, private sector development, governance, social services, investment and technology issues.

ESRF is at the centre of policy dialogue initiative. It organizes a series of policy dialogue seminars with the government, business sector, non-government bodies, international (donor) organizations, academia and the general public.
