Dublin declaration on partnership to fight HIV/AIDS in Europe and Central Asia
This declaration, of the 2004 conference "Breaking the Barriers: Partnership to fight HIV/AIDS in Europe and Central Asia", reaffirms the commitment of European and Central Asian countries to act collectively in tackling the HIV/AIDS epidemic. Noting the key factors contributing to the current spread of HIV/AIDS in Europe and Central Asia, the document sets out a range of actions to accelerate the realisation of this commitment.
These include promoting active and accountable leadership on tackling HIV/AIDS within international institutions and organisations, state bodies, civil society and the private sector; reinvigorating prevention and surveillance efforts; combating stigma and discrimination against people living with HIV and AIDS; and strengthening coordination, cooperation and partnership among governments, civil society, the pharmaceutical industry and other bodies such as faith-based organisations. The equitable provision of treatment and services, as well as increased access to information, education and services for high risk groups are particularly highlighted. The declaration further notes the commitment of the conference to monitor and evaluate the implementation of these actions, and calls upon the European Union and other regional institutions to develop mechanisms to assess the progress of implementation.
