New issues in food policy

This briefing paper looks at new issues emerging in the food policy arena, including the impacts of urbanisation, industrialisation and globalisation.

Some of main concerns and challenges briefly addressed include:

  • imperfect competition
  • externalities: health and environmental costs
  • income distribution effects of changes in the food system
  • policy making and regulation are problematic, particularly in relation to new topics like biotechnology, and to other issues that cut across national borders.
