Global fund proposal development: a Philippines experience
This paper from the International HIV/AIDS Alliance (Alliance) aims to provide insight into the Global Fund proposal development process, drawing out practical and policy lessons for others undergoing similar processes. It highlights the elements of successful proposals in the Philippines, and suggests reasons why past applications have failed. The paper is part of Alliance’s Emerging Practice Series, which consists of reports and papers currently in draft form. The series aims to provide updates on issues in areas where practice is being developed, and where debate and learning about good practice is still largely emerging.
The key recommendations of this paper come under five headings: timing, participation, tools, focus and support. In regards to timing, is important to allow adequate time for consultation with all stakeholders; factor and plan for the approval process and the need to gather relevant data. The authors also stress the need to ensure the participation of all stakeholders; develop transparent methodologies and tools for intervention identification and selection processes; identify specific and achievable objectives; and, finally to draw on technical and financial support from NGOs, bilateral and multilateral agencies.
