Making basic choices for external quality assurance systems
A guide to quality assurance for higher education management
This document presents the first of five modules designed to guide managers of higher education in developing quality assurance systems. It provides an overview of the External Quality Assurance (EQA) mechanisms, presents the three-stage EQA model and discusses the organisational and methodological choices that must be made when designing an EQA system.
Key lessons from experience with EQAs to date are:
- EQAs must fit in with the pre-existing quality assurance mechanism
- the overall purpose of the EQA should be clearly defined in order that this purpose shapes the approach taken
- EQA systems can focus on quality assessment, quality audit or accreditation, or a combination of these
- EQAs often usefully link institutional and programmatic quality assurance mechanisms.
