Guidelines for working with Education Management Information Systems
This document presents the scope, structure and responsibilities of management in an Education Management Information System (EMIS) office in the ministry of education in Sub-Saharan Africa. The manual is aimed at professionals in the EMIS centre of the ministry of education, and as a reference guide for staff working in the field of data collection, processing, analysis and dissemination work at regional and sub-regional offices of the ministry of education.
The authors encourage higher managers and decision makers to read the manual understand the work involved and learn more on what it takes to build an EMIS centre in ministry of education.
The objectives of the manual are to:
- create an organised unit within the ministry of education to collect, process, analyse, publish, store, disseminate and give efficient services of educational information for users
- promote the use of education information both internally and externally by increasing quality
- create a network of users and producers and increase the role of information in the development of education
- cultivate the ability of EMIS workers in the area of survey administration, data processing (hardware, software, networking), ability to analyse and use educational information, and the ability to manage, monitor, and evaluate the activities of EMIS and take active part in similar activities in other sectors of the ministry.
