2005 U.S. global trafficking report

This report describes the scope and nature of global trafficking and assesses governments’ efforts to combat trafficking, including labour slavery, internal labour trafficking, forced labour and involuntary servitude.

Foreign governments’ efforts to enforce laws against trafficking, protect victims, and prevent trafficking are rated in tiers: each narrative explains the basis for rating a country as Tier 1, Tier 2, Tier 2 Watch List, or Tier 3. A country that fails to take significant actions to bring itself into compliance with the minimum standards for the elimination of trafficking in persons receives a negative "Tier 3" assessment. This could trigger the withholding of non-humanitarian, non-trade-related assistance from the United States to that country.

The report also discusses international best practices as well as the United States Government efforts.
