APN+ position paper 2: GIPA

Increased support needed for the greater participation of people living with HIV and AIDS (GIPA)

This APN position paper outlines the history and importance of the GIPA (greater involvement of people living with HIV and AIDS) Declaration. The declaration acknowledges the central role of people living with HIV and AIDS (PLWHA) in AIDS education and care, as well as the design and implementation of successful HIV and AIDS policies and programmes. The declaration, agreed to by 42 countries, committed governments to develop and support structures, policies and programmes to reduce stigma and discrimination and break down the barriers of fear and prejudice, by the greater involvement of PLWHA in the response. However, the involvement of PLWHA in these activities since the 1994 declaration has been tokenistic.

Key challenges to implementing the GIPA declaration have been late diagnosis, socio-economic difference, stigma and discrimination and government attitudes. The paper argues that for PLWHA to be involved as equals, it is essential that they be provided with adequate skills and opportunities to participate fully in the response to HIV and AIDS. Donors must provide sufficient core funding of positive people’s organisations to enable capacity-building, instead of solely funding projects with measurable outcomes.
