Chapter I provides a short analysis of the wider context in which the proposed reforms have to be seen. Chapter II analyses the concept of "meso-level policy dialogue", its potential benefits and risks and the main issues it raises. Chapter III explores the principle of delegation of management responsibilities to NGOs, with a particular focus on programme contracts with groups or networks of NGOs (at national or trans-European level). The report ends with a short concluding chapter
