Thematic Evaluation on Environment and Development in the Finnish Development Co-operation

Outline of research programme to evaluate:

• Relevance and adequacy of the adopted policies and guidelines of the Finnish development co-operation, in particular, in the light of international environmental policies, agreements and obligations adhered to by Finland
• Usefulness, coherence and effectiveness of the environmental policies and guidelines as instruments for integrating environmental considerations into actions at all levels and forms of development co-operation and at all stages of the project cycle
• Adequacy of the resources and appropriateness of working practices for integrating environmental aspects into development co-operation activities
• Achievements, constraints and shortcomings in the implementation of the adopted environmental policies and guidelines
