Review of the Embassy’s development assistance portfolio: climate change and environment “climate proofing and greening of the portfolio”
Integrating climate change concerns at the Royal Norwegian Embassy in Angola
This Norad review identifies ways and means for the Royal Norwegian Embassy in Luanda, Angola to address and integrate appropriate climate change and environmental concerns within the present framework and budget. The review contributes to ”climate proofing” and a “greening” of the Embassy’s portfolio, addressing possibilities to integrate environmental and climate change concerns in existing agreements by:
- identifying and avoiding harmful direct and indirect environmental impacts of programs in the different sectors
- recognising and realising opportunities for enhancing environmental conditions, thereby bringing additional benefits to development and economic activities and advancing environmental issues that are a priority for Norway
- undertaking climate change risk assessment of programmes and providing recommendations on how the Embassy can integrate climate change aspects in programs and projects, as well as in its policy dialogue.
Conclusions and recommendations include:
- climate change and environment is emerging on the agenda in Angola
- growing civil society awareness, albeit from a low level
- a five pronged strategy to climate change is being prepared
- current climatic variability needs to be addressed through concerted actions.
