An Evaluation of the Support to GIDD (Gender in Development Division), Zambia

An evaluation of the development activities of Zambia's Gender in Development Division (GIDD) by the Norwegian Agency for Development Co-operation.

This evaluation assesses the development activities of Zambia's Gender in Development Division (GIDD), focusing on past achievements and future challenges, and makes a number of recommendations. Overall, it finds that the majority of GIDD's development activities are having a positive impact, increasing public awareness about gender issues and concern countrywide. Achievements include the formulation of a draft National Gender Policy, and the establishment of a national organisation structure for gender mainstreaming characterised by gender focal points (GFPs), from the Cabinet Office to government line ministries and departments at national and provincial levels. Challenges noted include inadequate communication systems between GIDD, GFPs and co-operating partners, and GFPs lack of technical back-up from GIDD. The chief recommendations are as follows: the adoption by Cabinet of the draft National Gender Policy in order to give official legitimacy to the process of mainstreaming gender (presently GIDD has no legal backing and depends on the goodwill of government and other stakeholders); the restructuring of GIDD so that it fits better into the institutional framework at the Cabinet Office; and future donor support to be programme specific and aim at empowering women at all levels, focusing beyond general sensitisation and awareness creation.
